It sure does look that way... but i doubt it, they're probably time travel or use that reviving glove or something. I mean he's a main part of the team, he can't exactly die.
And also, trust that disintegration beam thingy to work for the very first time at a time like that, it was obvious it was going to as well..

If the machine didn't work when it could have killed a main character, it wouldn't be Doctor Who. And Torchwood is still Doctor Who, just ruder and gayer. No offence to any gays. Or rudes  .
